Well, here's my thought on things.

You're ideas are quite good, but a few things I'd have you consider-

Having a forum viewable for users called 'Admin Privacy Center'- I'm saying this because I, personally would be like this- that just spells out 'PRIVATE BUT YOU CAN LOOK AT IT! -DOES SO ANYWAYS!-' all over it. People will be viewing admininstrator disscussion. However, we will, soon, have a forum only admins can view. The Adminstrator Forum. i'm working on setting it up.

A forum were you post issues, would be under the 'Questions For The Admininstration' category. And, if serious enough, a user should PM an admin.
Fan-Made Stuff would be considered under Art.

I know these sound like I don't want to use any of your idea, some of them I actually liked. I'm still working on the forum, suggestions help, as long as they're not to demanding. Thank you for you suggestion!!!

I definately agree with Closer to the edge, It would be good to have an advice place but I was thinking there should just be a general 'Reoprt stuff here' section under that.
